In the meeting took part representatives of the President of Ukraine Yurii Miroshnychenko, Andrii Shevchenko, Chairman of the Freedom of Speech and Information Committee, Olena Bondarenko, Chairperson of the Sub-committee on Television and Radiobroadcasting matters, Roman Holovenko, jurist, Ehor Sobolev, journalists.
Opening the press conference, A. Shevchenko announced that the negotiation group completed its work under the bills and is ready to represent them in the session hall for the scrutiny and adoption in the second reading and entirety.
Yu. Miroshnichenko emphasised that the work upon the bills "is the direct example of new political culture" cooperating of power representatives and opposition, finding compromise. According to him, both documents would be scrutinized by the Parliament during the next plenary week.
As it was declared during the conference the Bill (Reg. No.2763) simplifies the procedure of access to the public information in ownership of the subjects of authority and other administrators. Thus, it shortens the period of granting such information to the citizens and journalists; regulates the system of payment for its obtainment; reinforces the penalties for non-observance of the norms established.
The People´s Deputies stated that legislative acts on access to the public information were available in the majority of democratic States, and "act as a real legal mechanism for realization of one of the fundamental human rights the right for access to the public information, which is required by the European standards and is considered as a necessary prerequisite of Ukraine´s accession to the European Community".
The Parliament members believe that adoption of the Bill will facilitate observance of human rights for access to the information.
The bill envisages the order of the access to the public information that is in possession of the subjects of power authorities and other disponents.
According to the bill, the public information is "information that is that is in possession of the subjects of power authorities and other disponents of public information, determined by this law and information that is of social interest etc.
The bills also introduce the amendments to certain number of effective legislative acts.
